Mr. Halpin has current and past involvement in energy industry peer
groups geared toward constantly improving the energy services industry.
These groups have included:

US Department of Energy - Federal Energy Management Program - ESCO Steering Committee
- A DOE/GSA
sponsored group of major ESCOs and agency representatives constantly
working to improve delivery of energy savings performance contracts to
government agencies. Mr. Halpin has participated in this group for
several years, and contributes ideas to improve the process. Results
have included streamlined M&V,
savings calculation, review procedures, and a dramatic reduction of the “selection to contract award”
period, from 24+ months to less than 12 months.
FMS Sharing Forum
- Through his client NCR, Mr. Halpin is involved in the Energy Best
Practices Subcommittee of this Facilities Management Best Practices
Sharing Forum. The group which includes representatives from Ford, EDS,
Cargill, and Procter & Gamble and other large facility owners and
managers, meets quarterly to share ideas on improving facility
management services, including managing utility costs.

- Alliance to Save EnergyEnergy users, ESCOs, manufacturers, and
government officials gathered quarterly over a 12 month period to
jump-start implementation of EPACT 92 legislation. The final report
identified ways to reduce obstacles to implementing energy saving
projects faster, cheaper, and with greater persistence of savings.

- At the world’s premiere energy
industry conference, Mr. Halpin chaired a technical
session on “High Performance Buildings”, discussing the current best
practices in building management and design of energy systems from
around the world.

Created in the spring of 2010, the
Renewable Energy and Efficiency Business Association (REEBA) is quickly gaining
support in the sustainability sector.
With growing membership and a board comprised of leaders in renewable
energy and energy efficiency, the organization has set itself up for success. REEBA hopes to promote the sustainable
deployment of renewable energy, demand-side management (DSM), and energy efficiency
in the region, and act as an advocate for the removal of regulatory barriers
and the establishment of legislative-based opportunities. President of Celtic Energy, Inc., Christopher
Halpin, currently serves on the Board of Directors.

- ACORE is an organization of member companies and institutions that are

- The Building Commissioning Association (BCA) is an international
non-profit organization that serves as the recognized authority and
resource on commissioning. Membership is made up of professionals
from all across the commercial buildings industry who maintain the
highest standards and practices for the commissioning process.

Celtic Energy has been selected by New Jersey’s Clean Energy Program (NJCEP) as an Approved Partner for the state’s Pay for Performance initiative. NJCEP is a statewide program administered by the New Jersey Board of PublicUtilities (NJBPU), and its Pay for Performance program (NJP4P) is designed to provide incentives to large commercial and industrial customers who comprehensively upgrade their facilities through investments in energy efficiency.

The Pay for Performance Program comprehensively addresses the energy efficiency needs of the commercial, industrial, and municipal government sectors by working with participants, such
as developers, building owners and their representatives, to improve energy efficiency of commercial and industrial buildings.

Celtic Energy is a member of the Association for the Advancement of Sustainability in Higher Education, an association of colleges and universities working to create a sustainable world. Through its membership in AASHE, Celtic Energy will be able to better understand and assist higher education institutions in advancing their sustainability initiatives.
